In October 2017 IMO as a measure to reduce CO2 emissions from shipping has adopted during MEPC 70 new Regulation 22A and amendments to MARPOL Annex VI that make the Data Collection System (DCS) For Fuel Oil Consumption mandatory for all ships above 5000 GT engaged in international voyages.
The IMO Resolution MEPC.278(70) in accordance with the Regulation 22A of MARPOL Annex VI requires that a new Ship Energy Efficiency
Management Plan SEEMP Part II must be developed to describe the methodologies used to collect and report the fuel oil consumption data, travelled distances and hours underway.

NEW SEEMP STRUCTURE

The basic structure of the new SEEMP Part II must include following:
(1) Ship particulars
(2) Record of revision of Fuel Oil Consumption DataCollection Plan
(3) Ship engines and other fuel oil consumers and fuel oil types used
(4) Emission factors
(5) Methodology to measure fuel oil consumption
(6) Methodology to measure distance travelled
(7) Methodology to measure hours underway
(8) Processes that will be used to report the data to the Administration
(9) Data quality

Furthermore, the Regulation 22A requires also following:
A/ As from 2019 the companies shall collect at the end of each calendar year, data for all ships 5,000 GT and above, aggregate them according to the methodologies included in the new SEEMP Part II and within three months after the end of each calendar year report them to the Administration or the RO.
B/ The Administration will verify the submitted data and will issue a Statement of Compliance related to fuel oil consumption of the ship.
C/ Then the Administration will submit aggregated data to IMO and kept at an anonymized Ship Fuel Oil Consumption Database.
